DEADLY SHOOTING IN HOUSTON.. PEOPLE DEAD AND MANY INJURED

Nazi emblems were found among the "personal effects" of the man who was killed in Houston Monday after wounding nine people in a mass shooting, according to the head of the police homicide division.
Capt. D.W. Ready said the shooter was dressed in some kind of military uniform and had Nazi emblems with him and at his house.
    However, Ready would not speculate on whether the Nazi insignia would help establish a motive. He said the emblems may have been collector's items. At the shooter's home, police found vintage military equipment and paraphernalia dating back to the Civil War.
    "At this point we are very open-minded as to the motive," said acting Chief  Martha Montalvo.
    She described the shooter as a lawyer who had "issues" at his law office.

    Zika Virus Worst Hit Country

    The number of locally-transmitted Zika virus cases in Singapore jumped to 242 over the weekend, with most cases linked to the existing cluster in the city-state's east, the Ministry of Health (MOH) and the National Environment Agency (NEA) said.

    Singapore added 91 new Zika cases since Friday, of which 83 cases were connected to the Aljunied Crescent, Sims Drive, Kallang Way and Paya Lebar Way areas.

    There might also be a potential new cluster of infections in the Joo Seng Road area, where two cases have been confirmed, the government agencies said.

    Another cluster of infections had also been confirmed in the Bedok North Avenue Three area, according to a Saturday statement.

    Control of the Aedes mosquito population remained the primary solution to stem the spread of Zika, according to a joint MOH-NEA statement released on Sunday.

    The National Public Health Laboratory and A*Star's Bioinformatics Institute released research at the weekend that showed Singapore's Zika infections were likely from an Asian strain of the virus that was already circulating in Southeast Asia, and not from a strain imported from South America.

    Several countries, including the U.S., the U.K. and Australia, have issued travel advisories warning pregnant women to avoid nonessential travel to the Asian city-state. 

    Zika, which hit several South American countries hard, is mostly transmitted by Aedes mosquitoes but can also be spread through sexual transmission. 

    There is currently no treatment or vaccine to prevent Zika infection, which causes symptoms including a mild fever, rash, red eyes, joint pain and a headache. While symptoms of the virus are generally mild, Zika poses a significant threat to pregnant women as it has been linked to a birth defect known as microcephaly in unborn fetuses.

    An August World Health Organization study also found that the Zika virus could be linked to the Guillain-Barre syndrome, an autoimmune disorder that affects the peripheral nervous system.

    Australia and Taiwan are also urging their citizens to be careful.
    The United States joined a growing list of countries with travel advisories for Singapore, after the number of confirmed cases of the Zika virus in the city-state rose to 82 on Tuesday. The Centers for Disease Control (CDC) raised the country's advisory level to Level 2 of 3, an alert that recommends practicing "enhanced precautions," and advised pregnant women not to travel to Singapore, due to the virus’s links with the birth defect microcephaly.

    Australia, Taiwan, and South Korea all have issued travel advisories for Singapore as well, as it becomes clear that some local Zika transmission is occurring outside of the original cluster in the Aljunied neighborhood in the southeast of the city, where the first 56 cases were confirmed earlier this week, according to the Financial Times.

    Meanwhile, Singapore’s Ministry of Health (MOH) and Clinical Advisory Group (CAG) said in a joint statement that it advises pregnant women who show potential symptoms, including fever, rash, red eyes, or joint pain, to take a free Zika test, “regardless of whether they have been to Zika-affected areas.” The statement also recommends pregnant women in the country “undertake strict precautions against mosquito bites,” and “practice safe sex,” as the virus can be sexually transmitted. Singapore’s National Environment Agency has been eradicating mosquito breeding grounds across the city since the news broke. Reuters reports that most of the early infections came from foreign workers, the majority of whom are employed in the country’s construction sector. Singaporean authorities have not revealed where the workers were from.

    New Zika Outbreak Hits Popular Tourist Destination Of Miami Beach

    Mosquitoes have begun spreading the Zika virus in a second part of Miami — the popular tourist destination of Miami Beach — Florida officials announced Friday.
    As a result, the federal Centers for Disease Control and Prevention expanded its advice to travelers, advising pregnant women to avoid the parts of Miami Beach where the virus is spreading. In addition, women and men who have traveled to the area should wait at least eight weeks to try to get pregnant even if they didn't catch Zika during their visit.
    The agency also went a step further, advising pregnant women and their sexual partners "who are concerned about potential Zika virus exposure" that they "may also consider postponing nonessential travel to all parts of Miami-Dade county."
    That decision to issue a warning about the entire city was prompted by the agency's concern that there may be other outbreaks in other parts of Miami-Dade that haven't been identified yet, CDC Director Thomas Frieden told reporters during a briefing.
    "What we are doing is stepping back and saying, 'There have now been multiple instances of local transmission,' " Frieden said. "We will always err on providing more information to the public."
    Five Zika cases have been linked to the new outbreak in Miami Beach, involving three men and two women from Miami, New York, Texas and Taiwan, officials said. That brings the total number of Zika cases that have been spread by mosquitoes in Florida to 36.
    "We believe we have a new area where local transmissions are occurring in Miami Beach," Gov. Rick Scott told reporters at a news conference.
    Officials believe the virus is only spreading in a 1 1/2 mile part of Miami Beach, but that area includes the much-visited South Beach area, Scott said.
    The tourism industry in Florida is particularly concerned with the spread of Zika and the impact it may have on businesses. On Thursday, Scott announced measures designed to limit Zika, including offering mosquito spraying free of charge to businesses in Miami-Dade County.
    "Tourism is a driving force of Florida's economy and this industry has the full support of our state in the fight against the Zika virus," Scott said in a statement.
    The new outbreak comes as officials believe they are bringing the first outbreak in the trendy Wynwood neighborhood under control. Officials announced Friday they had cleared three new blocks of Wynwood because there is "no continued evidence of transmission" there. Fourteen blocks had been cleared earlier.
    But Frieden noted that officials expect it will be harder to contain the outbreak in Miami beach for several reasons. The area's high-rise buildings mean the aerial spraying that has been working in Wynwood won't work in Miami Beach. In addition, it will be more difficult to convince people to wear long sleeves and pants in a part of the city where people go to spend time on the beach, he said.
    The Wynwood outbreak prompted the CDC to take the unprecedented step of advising pregnant women to stay away from the area. It was the first time the CDC had ever advised people to avoid any part of the continental United States because of an infectious disease.
    In response to the Miami Beach outbreak, Scott said he had requested an additional 5,000 Zika tests, additional lab personnel to expedite testing and 10,000 more Zika prevention kits for pregnant women.
    Separately, Puerto Rico is reporting a surge in Zika cases. The island's health department said Friday that 2,496 more cases had been confirmed in Puerto Rico over the last week. That marks the highest weekly tally since the virus was first detected on the island in December. The health department also announced the first death in Puerto Rico from Guillain-Barre syndrome linked to Zika.
    The latest cases bring the total number of laboratory confirmed Zika cases in Puerto Rico to 13,186. Of those, 1,106 are pregnant women.

    People in Kansas City and St. Louis, Missouri; Fayetteville, Arkansas; Des Moines, Iowa; and Norman, Oklahoma, all reported feeling the earthquake. Dallas TV station WFAA tweeted that the quake shook their studios, too

    Pawnee County Emergency Management Director Mark Randell said no buildings collapsed in Pawnee, a town of 2,200 about 9 miles southeast of the epicenter, and there were no injuries, either.
    “We’ve got buildings cracked,” Randell said. “Most of it’s brick and mortar, old buildings from the early 1900s.”
    The office of Oklahoma Gov. Mary Fallin tweeted that state highway crews were checking for bridge damage and the state Department of Emergency Management would assess damage and determine how to address it. Geologists say damage is not likely in earthquakes below magnitude 4.0; no major damage was immediately reported Saturday.
    An increase in magnitude 3.0 or greater earthquakes in Oklahoma has been linked to underground disposal of wastewater from oil and natural gas production. State regulators have asked producers to reduce wastewater disposal volumes in earthquake-prone regions of the state. Some parts of Oklahoma now match northern California for the nation’s most shake-prone, and one Oklahoma region has a 1 in 8 chance of a damaging quake in 2016, with other parts closer to 1 in 20.
    Matt Skinner, the spokesman of the Oklahoma Corporation Commission, which regulates the energy industry, said members of the panel’s seismicity team were at work and would provide more details “as available.”
    The area where the quake was centered saw a magnitude 3.2 temblor earlier this week and is on the edge of a region covered by a “regional earthquake response plan” issued in March by the state Corporation Commission, whose goal was the cut the number of earthquakes by reducing wastewater injection volume by 40% from 2014 levels.
    Oklahoma was late in imposing volume limits in its effort to reduce earthquakes, taking a different approach than Kansas after both states had an uptick in quakes in the first half of this decade. Kansas moved quickly to limit volume while Oklahoma concentrated on the depth of the disposal. Kansas saw a 60% drop while the frequency of quakes in Oklahoma continued to climb.
    Sean Weide in Omaha, Nebraska, told the AP that he’d never been in an earthquake before and thought he was getting dizzy. Weide said he and one of his daughters “heard the building start creaking” and said it “was surreal.”
